Health Facilities Must Implement Electronic Medical Records

Patients' medical records are starting to switch to being electronic-based with the issuance of Minister of Health Regulation (PMK) number 24 of 2022 concerning Medical Records. Through this policy, health service facilities (Fasyankes) are required to run an electronic patient medical history recording system. The transition process is carried out until no later than December 31, 2023.

On the basis of the PMK, a Hospital Management Information System (SIMRS) is needed to support the Electronic Medical Record (EMR). The said PMK is a supporting regulatory framework for the implementation of health technology transformation which is part of the 6th pillar of Health Transformation. This policy comes as an update from the previous regulation, namely PMK number 269 of 2008 which was updated to adjust to science and technology, service needs, policies and laws in society.

"The Ministry of Health is aware of the development of digital technology in society which has resulted in the transformation of digitization of health services, so that medical records need to be organized electronically with the principles of security and confidentiality of data and information," Setiaji said at a virtual press conference regarding Utilization of Electronic Medical Records in Jakarta, Friday ( 9/9).

This electronic medical record, continued Setiaji, must be strengthened by several other regulations such as telemedicine, then the application of biotechnology, as well as other technologies using the basis of electronic medical records.

It is hoped that all health facilities will be ready to adapt in the midst of the Indonesian Ministry of Health's mission to transform health services by continuing to improve capabilities and maintain the integrity of health services for better health services for the community.

"This year we will map all health facilities based on the Digital Maturity Index. Later it will be known which health facilities are ready or which are not. There will be a level later, and then from there we will use it to implement this policy," said Setiaji.

Furthermore, the patient has the right to obtain the contents of his medical record and grant access with the patient's consent. Referral health facilities have access rights to the contents of a patient's electronic medical record with the patient's consent.

Health facilities must be connected through an integrated platform with SATUSEHAT which has been provided by the Ministry of Health.

Setiaji said, regarding human resources, the Ministry of Health will facilitate health facilities, especially at Puskesmas which do not have digital HR capabilities. In the future, the Ministry of Health's program will add digital human resources at the Puskesmas to help implement digitalization.

Meanwhile for hospitals, continued Setiaji, with this digitization there is no need to add a lot of human resources because actually the doctors who will examine and assist the nurses will input medical records.

“So it is actually no longer necessary to add human resources. Instead, the challenge is how to ask doctors or nurses to input their diagnosis data directly into this system. So actually there is no addition of new human resources," said Setiaji.

This electronic medical record can be accessed by patients through the PeduliLindungi application. PeduliLindungi is not only for COVID-19 but can also be used to access all health services.

"So when the hospital or other party wants to access the relevant medical data it will appear in PeduliLindungi in a new version which includes information on health services," said Setiaji.

Furthermore, people who do not have smart phones or the PeduliLindungi application can directly access health care facilities.

Protection of patient data is guaranteed to be maintained because protection is not only in the system that is carried out at the Ministry of Health but also carried out in health care facilities.

"Of course this is critical and because of that we are currently also conducting piloting in several hospitals and preparing guidelines on how to secure data and then how to prepare standardized electronic medical records so that security can be maintained," said Setiaji.
